Abstract

A number of options and possible functions for LISNET–ECS are presented. There are several European, North American, UNESCO, and transnational initiatives of direct or tangential importance to LIS associational development. Several of these are discussed here. After briefly reviewing exiting practice, the author concludes that the decisions to establish a LISNET–ECS and to define its mandate need to be based on past experiences, knowledge of the existing support infrastructure, and the willingness and ability of participants to cooperate.
